Good question! To my knowledge, S&P had not placed France on negative watch - so that makes it unlikely that this rating agency was on the verge of a French downgrade. BUT, what is the alternative explanation? It's not like S&P has a press release button labeled "Downgrade France" and somebody accidentally pushed it.

What are the odds that it wasn't a "technical error" but extreme political pressure on S&P to reverse the decision...??
