A manager has proposed a change to the documentation of one of its CLOs which will leave the deal with a shorter reinvestment period

Agree with that analysis. The manager would want the Nov 2012 date for its own benefit. But there would be the lingering "bad feeling" that investors had bought the Jul 2012 date of the OM and then been forcibly switched to the longer reinvestment period.
